    Abstract This study is designed to explain the incidence of poverty among 2304 households in Yogyakarta Special Region, based on the Indonesian Social and Economic Survey (SUSENAS) 1992. The incidence of poverty is classified into three categories: \u27poor\u27, \u27almost poor\u27 and \u27not poor\u27, measured by the proportion of food expenditure of the total household expenditure. Personal and job characteristics of heads of households, as well as the location of households are examined to explain the poverty in both urban and rural areas, using mukinomial logic model. The results show that (1) the incidence of poverty in Yogyakarta is relatively high in rural areas(2) job characteristics of heads of households and the location of household are important determinants in rural areasand (3) the personal and job characteristics of heads of households, as well as the location of household are significant determinants of poverty in urban areas.     The Complexities of Regional Development Planning Reform: The Indonesian Case

    Development planning reform retains a significantly prominent position as it determines the success of development particularly in developing countries. However, implementing development planning reform is no easy feat as various obstacles ensue. This study was conducted in the Yogyakarta Province, Indonesia to identify these specific obstacles through a content analysis of regional development planning documents, provided along with the support of relevant literature study. The results of the study show that the obstacles encountered were quite complex, namely the low capacity of regional government, failure in implementing principles of good governance and bureaucratic reform, and the intensity of political elites’ dominance in the region who utilize development planning as a means of achieving their interests. Affirmative policies to enhance regional capacity, to rearrange regulations and limit political party dominance, and to reconfigure the regional head’s position as a political functionary and personnel administrator are thus recommended to address these issues

    Local government autonomy in development has not been successfully materialized in Indonesia although there has been a policy breakthrough with the stipulation of new acts on decentralisation or local government. It is explained that the new acts implementation is still constrained by: 1) strategic failure in implementing local autonomy, 2) misconception about decentralisation and governance autonomy, 3) different perspectives among the political elites, 4) strong grip of centralised bureaucracy, and 5) the loose control from the legislatives and the public at large. It is also argued that local government have to deal with such constraints because the lack of capability to administer development in a decentralised context which implies that capacity building is extremely urgent for the local autonomy. Furthermore, capacity building for the local government officials can only be accomplished if there is an appropriate approach and strategy. This article recommends some practical guidance for the capacity building programmes to meet the requirement, namely: 1) strategic intervention, 2) institutional building, 3) action programme, and 4) continual improvement. At the bottom line, all the capacity building programmes should be able to convince the local government officials about the importance of local government vision for development, human resources improvement, local institutions\u27 revitalisation, organisational networking, and understanding the context of local development.     ABSTRACT The purpose of this two-month study using the qualitative method is to know some factors affecting the low bureaucratic performance of public as well as Kupang Public Work Service bureaucracies in performing their tasks, functions, and responsibilities, for serving the society. The results of the study show that the low public bureaucratic performance in particular that of Kupang Public Work Service bureaucracies due to factors such as the availability of owned facilitiesthe spontanities of the apparatuses in serving and solving problems as well as complaints of the societydegrees of apparatuses\u27 comprehension towards the available job descriptiondegree of societies` satisfaction towards services acquireddegree of association between the available program of activities and the need as well as aspiration of the society\u27 and degree of apparatuses\u27 responses in facing and solving the complaints of the society.     Analisis Kepuasan Pemakai Terhadap Pelayanan Perpustakaan Nasional Provinsi Daerah Istimewa Yogyakarta = An Analysis on User Satisfaction of the Services Provided by National Library of Yogyakarta Province

    ABSTRACT Library as information source and service is expected to be able to disseminate information to the users in a satisfactory way. The study that measures "User Satisfaction on The Services Provided by National Library of Yogyakarta Province" aims at indentifying satisfaction level of the library and the influencing factors. This study is a descriptive research, The population of study was 11027 members of National Library of Yogyakarta Province in 2000, while 200 of who were taken as the sample using proportionate stratified random sampling. Data were collected by distributing questionnaires that have been tested for the validity and reliability by Pearson\u27s product moment and alpha coefficient. The data were analyzed by descriptive statistics by presenting the table that contains frequency of responses on the variables of studied and regression analysis. The analysis was based on the rating on the service provided bay National Library of Yogyakarta Province that include: 1) tangibles-2) responsiveness3) reliability4) assurance and 5) emphaty being dependent variables and human resource and library facilities being independent variables. The results of the analysis suggested that in average users feel \u27satisfied\u27 at the range of 60 - 80%. About the factors influencing the satisfaction, 51.4% of respondents provided good rating for human resource while 50.6 provided good rating for library facilities. The results of the analysis revealed the both human resource and library facilities jointly have positive effect on users\u27 satisfaction as indicated by determinant coefficient (R2) of 0.534 (53.4%). Thus it can be concluded that 1) the services provided by National Library of Yogyakarta Province is satisfactory2) human resource and library facilities have effects on users\u27 satisfaction.     ABSTRACT This research aims at knowing performance of service and factors influ-encing the performance of public service at Unit of One Roof Integrated Ser-vices in Yogyakarta City. The method used in this research is qualitative-descriptive. The data source collection is done through interview, docu-ments, and direct observation. The result of the research shows that the per-formance of public service at Unit of One Roof Integrated Service at Yogyakarta City is not yet optimal. This can be seen from the certain indicators such as productivity, quality of service, responsiveness, responsibility, and account-ability. While the factors influencing the performance of public service at Unit of One Roof Integrated Services of Yogyakarta City are leadership, struc-ture, human resources, culture, and facility. Based on analysis and data in-terpretation above, the performance of public service at Unit of One Roof Integrated Services of Yogyakarta City, of course, requires to be improved with the several ways. Firstly, the institute should be strengthened to become the formal or the structural institute in order to the leader has the more au-thority so that he can handle the pi ucess of service solution quickly. Secondly, the laws or regulations, which become the compass of duty implementation, should be re-examined. Thirdly, the institute should have incentive system. Fourthly, the quality of apparatus resources should be improved. And finally, it is important to have the evaluation system of the performance of employees so that the position analysis needs to be implemented at Unit of One Roof Integrated Services of Yogyakarta City.     Indonesian Guest Workers (TKI) service program is one of the highly effective national programs for the expansion of employment opportunities which helps to cope with unemployment.This research was carried out in Sragen Regency with the aim of find- \u27 ing out the process of implementation and the achievements of the TKI service program in accordance with the guidelines provided in labour Minister\u27s Regulation number PER-02/MEN/1994.The research adopts a descriptive and explorative design, which is qualitative in nature. An unstructured, freewheeling technique was used ensure that the informants would have more freedom in their responses (i.e. story-telling) which accurately reflect the actual facts during the process of implementation.The research findings indicate the following. First, the TKI service program has enhanced both the quality and quantity of the dispatch of TKI overseas. Second, from the points of view of the process and the outcomes, it is found that the achievements still fall short of expectations and the desired results aimed by the program, particularly as intended by the program makers. Third, the partial success of the program is closely related to the inadequate performance of the tasks and functions of the organizations concerned and government agencies as implementers of the TKI service program.     Urbanization and Regional Imbalances in Indonesia

    The level of urbanization that occurred in Indonesia at this time is remarkable that causes the growth of cities very rapidly. The growth of cities is mainly due to various reasons such as the capitalization process, regional enlargement/reclassification, as well as migration from rural to urban. The growth of cities leads a lot of problems like environmental degradation, traffic congestion, poverty, crime and other social conflicts. Such a rapid rate of urbanization is a reflection of the inequity between rural and urban development. Lack of employment opportunities in the village causes the population to go into town to find work. The imbalance of development that occurs is a result of implementing a liberal economic system that only emphasizes growth, while on the other side of the agricultural sector is not paid any appropriate attention. The farmers are at a very weak and do not have a good bargaining position, with the exchange rate is very lame. Even regarding with the foodstuffs such as rice, wheat, sugar, salt, etc., Indonesia has to import from abroad. The imbalances of development do not only occur between rural and urban, but also between Java and the outside of Java, and between western and eastern Indonesia regions. This imbalance should be found a solution, with good management and equitable development, including the political will to reform the economic system in favor of the Indonesian people

    The ADUM (Administrasi Umum) and ADUMLA (Administrasi Umum Lanjutan) Structural Training Program at the Training Centre of the Special Region of Yogyakarta are parts of Regional Government Apparatus Program in the InWmal Affairs Department The purpose of the Structural Training Program is to increase and develop the knowledge, skill, attitude, personality, and leadership of the officials by educating and training the state officials who are potentials and showing an achievement to occupy the five degree func- tions (for SEPADA/ AMA,\u27 Training) and the five degree officialswho are potentials and showing an achievement to accupy the four degree functions (for SEPALA/ADUMLA Training). The variables being analysed. are Communication, Resources, and Dispotition/ Executor\u27s Attitudes. The research is a descriptive and qualitative research. The data is collected through interview, that is Guided Interview and In-depth interview. The result of the research shows that the Implementation of the ADUM and ADUMLA Structural Training Program at the Training Centre of the Special Region of Yogyakarta has succesfully held the SEPADA/ADUM Structural Training and the SEPALA/ ADUMLA Structural Training. Because of the presence of communication, the implementation of ADUM and ADUMLA Structural Training Program can be done smoothly. The resources variable is seen from the number of the Training Centre officials and their abilities. The executors\u27 attitudes are one of the factors influencing the ADUM and ADUMLA training program implementation. The executors obedience to some decisions and criteria of the training participant give contribution to the success of the ADUM and ADUMLA structural training program implementation.     Praktik Tanggung Jawab Sosial Perusahaan Di PT. Bakrie Sumatera Plantations Tbk. Unit Jambi

    Companies all over the world have implemented corporate social responsibility. This research is aimed to analyze factors afecting CSR practice by Bakrie Sumatera Plantations Unit Jambi, a palm oil plantation company. The CSR practice was hypothesized to be infuenced by government regulation and corporate strategy. The primary data was collected through survey, interviews, focused group discussion, and direct observation in the feld. Meanwhile, the secondary data was gathered from various documents. The data was analyzed by using quantitative and qualitative approaches. The result shows that the government regulation CSR has no impact on the CSR practice. On the reverse, the corporate commitment and strategy were the decisive factors in the successful of CSR practice. This research also found that the CSR practice has contributed to the improvement of people’s economic and social conditions. The prominent weakness is that the CSR policies and strategies were top-down and the participation of local people were limited. The other empirical fnding is that the nucleus-plasma partnership was able to implement the basic principles of CSR which were prevailing generally in diferent sector of businesses
